HSTA is an entitlement. Home leave is a type of leave from work (e.g. sick leave, paid parental leave, etc.) so we are discussing two fundamentally different categories. Therefore, yes, you may receive the HSTA entitlement while on home leave because they are not exclusive. Additionally, yes, the employee is eligible for the subsistence expense portion of the HSTA whether in annual leave, home leave, sick leave, parental leave, or temporary duty status provided the employee incurs these allowable expenses at the new post of assignment (DSSR 252.3a).
