How your per diem is calculated
The U.S. Department of State uses “Agency Method #2 Partial Flat Rate Method Option A” (DSSR 252.3) to estimate your per diem:
First 30 days:
Employee CONUS rate x 100%
Family Members 12 and older CONUS rate x 75%
Family Members under 12 CONUS rate x 50%
Second 30 days (and days 61 through 120 if approved):
Employee CONUS rate x 75%
Family Members 12 and older CONUS rate x 50%
Family Members under 12 CONUS rate x 40%

What is HSTA?
* HSTA is available to employees who return from an overseas assignment and agree to remain in government service for a minimum of 12 months following arrival in the United States. Employees who plan to retire or separate from the Foreign Service are not eligible for this allowance.
Purpose
The Purpose of the HSTA is to help defray necessary expenses associated with the transition from an overseas assignment to a domestic assignment (raise your hand if you’ve ever desperately needed a can opener or shower curtain!).
HSTA Components
- HSTA consists of five components:
* Miscellaneous Expense Portion
* Wardrobe
* Predeparture Subsistence Expense (PDSE)/”Subsistence Expense Portion”
* Lease Penalty Expense Portion
* Pet Shipment and Quarantine Expense Portion.
The Services provided by TDY Rentals primarily support employees utilizing the Predeparture Subsistence Expense (PDSE), which is commonly referred to in relocation programs as Temporary Quarters Subsistence Expenses (TQSE)
* The allowance is in recognition that employees are waiting for the government to deliver their Household Effects (HHE) need time to find housing since it’s not assigned like it is overseas.

TDY Rentals locates commercial lodging throughout the United States, helping employees secure temporary accommodations that meet government lodging and per diem requirements.
Furnished or Unfurnished Temporary Housing
We provide new furnishings to equip and personalize your temporary residence, within applicable per diem guidelines. Furnished or Unfurnished!
Optional Furnishing Purchase Opportunity
At the conclusion of your stay, TDY Rentals liquidates the furnishings used during the rental period. Employees may elect to purchase these items up to 75% below retail as an opportunity to establish their permanent residence.
Documentation for Reimbursement
TDY Rentals provides FAM–compliant leases and invoices designed to facilitate a smooth reimbursement process for eligible expenses.
Subject Matter Expertise and Guidance
Our team provides subject matter expertise on applicable federal relocation regulations, along with practical guidance to help employees understand requirements and navigate the temporary housing and reimbursement process.
