What is HSTA?

  • The Home Service Transfer Allowance (HSTA) is for those returning to the United States after an overseas assignment and who have subsequently committed to at least 12 months of government service; thus, it is not for retirees or those planning to separate from the Foreign Service.

  • HSTA consists of five components: Misc Expense, Wardrobe, Predeparture Subsistence Expense (PDSE)/”Subsistence Expense Portion,” Lease Penalty, and Pet Shipment/Quarantine. TDY Rentals utilizes the Predeparture Subsistence Expense (PDSE), or what’s identified as Temporary Quarters Subsistence Expenses (TQSE).

  • The purpose of HSTA is to help defray employee’s costs when they transfer from a foreign post to a post in the United States.

  • The allowance is in recognition that employees are waiting for the government to deliver their Household Effects (HHE) need time to find housing since it’s not assigned like it is overseas.
